California Regulatory and Administrative Agencies

Over the past 30 years the California Legislature and Governor have vested these Regulatory and Administrative Agencies with more and more independent authority and power. Today, California has the most powerful regulatory agencies of any state. And this is particularly true in the issue areas of Energy, Environment, Transportation, and Water. In each of these areas, California’s regulatory agencies have enacted broad and sweeping new regulatory requirements, including provisions for compliance reporting and enforcement. These agencies are well-funded and well-staffed with experts in their fields.

Federal Government

Although the California Legislature and its Regulatory Agencies have tremendous authority and power to shape public policy in the areas of Energy, Environment, Transportation, and Water, they still much obey the laws and regulatory directives of the Federal Government, including the: United States Congress; Office of the President; Federal Energy Regulatory Commission; US Environmental Protection Agency; and the US Department of Energy.

So whether proposed laws and regulations at the Federal level are independent of California actions, or designed to be a response to them, a client may need government relations or consulting services.

As the CEO of multi-member Trade Associations for over 25 years, Dave Modisette made many trips to Washington DC to advocate on behalf of the members. He was also a member of the Advisory Committee of the American Public Power Association in Washington DC.
